The St. Tammany Parish Mosquito Abatement District (STPMAD) announces that its Board of Commissioners has withdrawn the District’s lawsuit against the Parish Council—initially filed on November 6, 2025—following the Council’s recent decision to conclude the Government Efficiency Committee’s investigation into the agency.
Throughout this process STPMAD repeatedly offered willingness to participate in an unbiased approach drawing on subject matter experts to find efficiencies within our organization. Two outcomes of this process are clear: the District’s financial management practices have withstood a forensic-level review with no findings of wrongdoing or illegal activity, and STPMAD’s approach to serving our community is based on best practices and performed at a high professional standard.
STPMAD’s Commissioners and staff have undertaken a series of proactive measures to strengthen operational efficiency, reduce costs and enhance interagency collaboration, including:
- Adoption of a 2026 budget that reduces operating costs by 5% from 2025 for a savings of $507,016. These cuts include permanent cuts to health benefits, travel, and salaried positions.
- Engagement with multiple parish government departments and other special districts to establish shared equipment and services agreements for service efficiencies across agencies.
- Approval of a one-time ad valorem millage reduction of .83 mills (from 3.1 to 2.27) to lower taxes by $2.4 million and trim reserve funds.
- Identification of approximately $900,000 in assets to be sold in 2026, including an airplane to further streamline operations.
“We are pleased that the Council has finally ended its inquiry into the District, and as such the lawsuit intended to stop the unauthorized investigation into our agency is no longer needed,” said Kevin Caillouet, Director of STPMAD. “From the beginning, our priority has been protecting the public health and mosquito control efforts St. Tammany residents rely on, and we are excited to refocus on that mission.”
